In Ohio, the Courts of Common Pleas are the only trial courts created by the Ohio Constitution, as established by Article IV, Section 1, of the Ohio Constitution, and as described in Article IV, Section 4.
The General Division of the Court of Common Pleas has original jurisdiction in all criminal felony cases and in all civil cases in which the amount in controversy is more than $15,000. The General Division also has appellate jurisdiction over the decisions of some local and state administrative agencies.
